BOP Updates Williamsport Residential Reentry Center Procurement Ahead of September 18 Deadline

The Federal Bureau of Prisons has materially updated Solicitation 15BRRC26R00000018, an active procurement for Residential Reentry Center services near Williamsport, Pennsylvania, and related Home Confinement placement services.
The September 4 activity adds amendment materials to a competition first issued July 20. The current SAM.gov notice identifies Amendment 002 as incorporating an updated subcontracting plan. The offer due date was not extended.
September 4 amendment updates the solicitation package
The current federal procurement record now incorporates Amendment 001 and Amendment 002. The second amendment adds an updated subcontracting-plan document dated July 17, 2026 to the active solicitation package.
Amendment 002 states that the offer due date is not extended and that all other terms and conditions remain unchanged. Proposals therefore remain due September 18, 2026, at 2:00 p.m. ET.
The competition covers residential reentry and home confinement
BOP is seeking Residential Reentry Center services within Williamsport or designated surrounding Pennsylvania communities. The solicitation also calls for Home Confinement placement services within 150 miles of the RRC facility.
The permitted RRC area includes the city of Williamsport; the boroughs of South Williamsport, Duboistown, Jersey Shore, Montoursville, Muncy, Hughesville and Montgomery; and the townships of Muncy, Woodward, Piatt, Loyalsock and Old Lycoming, including Garden View and Grimesville.
Federal procurement records describe the requirement as serving male and female federal offenders through community-based residential reentry and home-confinement placements.
