Douglas County Expands Axon Technology After $30.5M Agreement
Douglas County is expanding its Axon technology environment after approving a 10-year agreement valued at $30.53 million and a separate $1.93 million 2026 purchase for drones and related technology.
Douglas County, Colorado, is continuing to expand its Axon technology environment after approving a 10-year agreement valued at approximately $30.5 million, with county commissioners later approving another $1.93 million purchase for drones and related technology.
$30.5M agreement adds records management and DraftOne
Douglas County commissioners approved the restructuring of the Axon Enterprises Master Services and Purchasing Agreement on December 16, 2025.
County records list a gross 10-year contract value of $42,945,341.64, reduced by $12,418,376.08 in discounts, for a net contract total of $30,526,965.56.
The restructuring added Axon Records Management System, or RMS, and DraftOne report writing to the Sheriff's Office's existing Axon environment.
According to the Sheriff's Office memorandum supporting the agreement, Axon's RMS is cloud-based and integrates with Axon systems already in use by the department, including body-worn cameras, vehicle cameras and Tasers. The county also identified DraftOne as an artificial-intelligence-enabled report-writing tool.

The county handled the restructuring through Sourcewell, allowing the Sheriff's Office to proceed without conducting a separate request-for-proposals process.
July approval adds drones and Axon Outpost
The county approved another Axon technology purchase in July.
On July 14, 2026, commissioners adopted Douglas County File 4865, authorizing a Master Services and Purchasing Agreement and 2026 purchase request between the Sheriff's Office and Axon Enterprises for Skydio drones and Axon Outpost technology.
The amount approved by the Board was $1,925,275.42.
The legislative record also contains an attached Axon quotation labeled Q-845030-46199NB with $22,772,754 in the attachment title. The county action itself, however, identifies $1.925 million as the amount approved for the 2026 purchase.
Axon relationship expanded through earlier amendments
Douglas County's Axon relationship predates the current 10-year restructuring.
County records show that the Board approved a fifth amendment to the master agreement in August 2022 that expanded the technology package and extended guaranteed pricing.
A sixth amendment approved in February 2023 added additional officer-safety plans and fleet-camera plans.
In May 2025, commissioners approved a seventh amendment adding additional officer-safety plans, vehicle-camera systems, additional licenses and Axon Fleet Respond across the law-enforcement fleet. That amendment increased maximum contract liability under the then-existing agreement to approximately $12.83 million, subject to annual appropriation.
On February 24, 2026, the Board approved $1,748,541.86 in Axon purchase requests for the Sheriff's Office's 2026 annual invoice associated with the fifth, sixth and seventh amendments.
County moves further into integrated justice technology
The December 2025 restructuring moves the county's Axon relationship further into records and workflow technology.
The Sheriff's Office told commissioners that its existing records-management environment included Tyler Technologies RMS, jail-management and dispatch systems, while describing customer-service and technology concerns as reasons for evaluating alternatives.
County officials said the transition to Axon RMS could eliminate other applications and produce anticipated budget savings of approximately $800,000 to $1 million, which would be applied toward future contracted increases.
The subsequent July approval adds Skydio drones and Axon Outpost technology to the Sheriff's continuing technology expansion.
Pricing extends through 2035
Douglas County's December agreement establishes guaranteed Axon pricing through February 28, 2035.
County financial records show annual payments of approximately $1.75 million in 2026 and 2027, followed by approximately $3.38 million annually from 2028 through 2035, producing the $30.53 million net 10-year total.
Together with the county's earlier camera, fleet and officer-safety deployments and the separate July drones and Outpost purchase, the records document a broad and expanding Axon technology relationship within the Douglas County Sheriff's Office.
