HUD Forecasts $86M for Community Compass Technical Assistance
HUD expects approximately 45 awards under its FY2026/2027 Community Compass program, with the full funding notice estimated for November 5.
The U.S. Department of Housing and Urban Development posted a new funding forecast September 16 for its FY2026/2027 Community Compass Technical Assistance and Capacity Building program. HUD anticipates up to $86 million in funding through cooperative agreements supporting technical assistance for communities and organizations served by the department.
Funding ranges from $250,000 to $35 million
HUD lists approximately 45 expected awards, with individual awards ranging from $250,000 to $35 million. The funding instrument is a cooperative agreement, and no cost sharing or matching is required.

Community Compass supports technical assistance nationwide
HUD says Community Compass recipients provide technical assistance to the people and organizations the department serves. Under the forecasted funding round, recipients are expected to develop training tools and products, work directly with communities to improve systems and processes, assess audience needs, design curricula and support urgent HUD projects.
HUD's Community Compass program also supports needs assessments, direct technical-assistance and capacity-building engagements, development of products and tools, group and self-directed learning, knowledge management, and data reporting and analysis.
Governments, nonprofits, housing authorities and higher education are eligible
Eligible applicants include state, county, city and township governments; special-district governments; public and Indian housing authorities; nonprofits with or without 501(c)(3) status; public and private institutions of higher education; and for-profit organizations other than small businesses.
HUD's additional eligibility information also identifies Hispanic-serving institutions, Historically Black Colleges and Universities, Tribally Controlled Colleges and Universities, Alaska Native and Native Hawaiian-serving institutions, and U.S. territories or possessions. Individuals, foreign entities and sole proprietorships are not eligible.
Applications are not yet open
HUD currently estimates that the full funding notice will be posted November 5, 2026, with applications due February 3, 2027. The estimated award date is April 15, 2027, and the estimated project start date is May 15, 2027.
The opportunity remains in forecast status, so the dates, funding details and application requirements may change when HUD publishes the full Notice of Funding Opportunity.
