Early-month treatment deadlines arrive first
September begins with several treatment-service solicitations already carried into the month from August. The Eastern District of Texas has FY2027 community-treatment solicitations due September 2. BOP community-treatment procurements then move through Great Falls on September 3, Detroit and Rochester on September 4, and Cedar Rapids on September 9.

The solicitation covers Residential Reentry Center services in the Washington metropolitan area, including identified Maryland and Northern Virginia jurisdictions. It is an active solicitation rather than early-stage market research, making September 14 one of the month’s clearest federal reentry bid deadlines.
September 18 becomes the month’s main reentry cluster
Several geographically distinct reentry opportunities converge on September 18. North Carolina DAC is seeking transitional housing in Forsyth, Guilford and Mecklenburg Counties. BOP also has three federal reentry signals tied to that date: Victorville, New Orleans and Southwest Michigan.

Connecticut DMHAS also lists a Nursing Home for Complex Care Behaviors RFP due September 23 at 3:00 p.m. ET. The opportunity is not a corrections procurement by itself, but it is relevant to OACRA’s behavioral-health and forensic-services market watch because complex-care placements can intersect with state behavioral-health systems.
Texas begins FY2027 with a large treatment and reentry contract layer
September 1 is also the effective date for numerous Texas Department of Criminal Justice FY2027 renewals and contract actions. The current TDCJ register documents residential and outpatient substance-use treatment, sex-offender treatment, facility operations and community-based reentry activity beginning with the new fiscal year.
Examples include FY2027 treatment renewals with multiple providers, a City of Houston community-based reentry pilot renewal and a new Corrections Consulting Services contract. These are established contract actions rather than open September RFPs, but they provide market evidence about active service categories and incumbent relationships.
