Pennsylvania Launches $97.1M Chester Revitalization Package
The package combines transportation, neighborhood stabilization, violence intervention, workforce development and other public-private investments in Chester, Pennsylvania.
Pennsylvania has launched a $97.1 million revitalization strategy for Chester that combines public infrastructure, neighborhood investment, violence prevention and workforce development.
$97.1 million package moves into implementation
The Commonwealth is contributing $75.5 million toward the broader public-private investment. The largest components include $52.57 million for Route 291/U.S. 13 improvements, $27.5 million for a waterfront sports complex and $7.25 million for pedestrian and Complete Streets improvements connecting downtown with Widener University.
Violence prevention and neighborhood stabilization
The Pennsylvania Commission on Crime and Delinquency is providing $440,280 through its Violence Intervention and Prevention program to Making a Change Group for mentoring and credible-messenger violence intervention serving young adults in three Chester neighborhoods.
The package also includes $2.6 million for blight remediation, demolition, property acquisition and improvements to 25 structures.
Workforce and community investment
A separate $400,000 Chester Pilot Capitalization Program investment will support the Chester Cultural Arts and Technology Center as a community hub for social enterprise, community engagement and workforce development.
