A useful hiring pathway gives job seekers and reentry professionals enough information to identify relevant opportunities, understand the application process, and connect with the employer through an approved route.

A hiring pipeline is a pathway, not a promise. OACRA can help employers organize and present fair-chance opportunities, but employers retain full control over applications, screening, interviews, hiring, and employment decisions.

Many people returning from incarceration are ready to work but encounter fragmented job information, unclear application instructions, transportation barriers, and uncertainty about whether an employer will consider their background.

Fair-chance employers can reduce some of that uncertainty by presenting current opportunities in a structured way. The goal is not to guarantee employment. It is to make the path from job discovery to direct application easier to understand.

Clearly define the employment opportunity

A useful employer listing should explain what kinds of positions may be available and where those opportunities are located.

Position types

Identify job families, entry-level roles, skilled positions, temporary work, apprenticeships, or training-to-employment opportunities.

Hiring locations

List the cities, facilities, regions, or states where the employer is actively recruiting.

Work format

Clarify whether roles are on-site, remote, hybrid, mobile, shift-based, or require travel.

Current status

Use current job, hiring-event, or application information rather than outdated recruitment language.

Provide a direct application route

A fair-chance employer listing should lead the job seeker to the employer’s approved application process. A company name without a usable next step is not enough.

State the practical information candidates need

Schedule and transportation

Describe shifts, start times, transit access, travel expectations, or vehicle requirements when relevant.

Documentation

Identify required application or onboarding documents without collecting sensitive information through the public listing.

Individual review

Use accurate language about background consideration and avoid implying universal eligibility or guaranteed hiring.

How the hiring pathway works

  1. Opportunity discovery

    A job seeker or reentry professional finds the employer through an OACRA employment directory or dedicated listing URL.

  2. Fit assessment

    The reader reviews location, role type, schedule, requirements, and application instructions.

  3. Direct application

    The candidate moves to the employer’s approved application route or hiring-event registration.

  4. Employer decision

    The employer independently controls screening, interviews, background review, selection, and hiring.

Avoid overclaiming fair-chance hiring

Employers should describe their practices accurately. “Fair chance” does not necessarily mean that every applicant, conviction type, position, location, or regulatory situation will be treated the same.

Public language should not promise employment, waive lawful requirements, or suggest that a background will never be considered. Employers should use wording that reflects their actual hiring practices and applicable requirements.

Review the pathway for clarity

Before publishing or renewing an employer listing, ask whether a job seeker or workforce professional can quickly answer:

  • What jobs or job types may be available?
  • Where is the employer hiring?
  • How does someone apply?
  • What basic qualifications or logistics matter?
  • Who should a workforce or reentry partner contact?
  • What must the applicant confirm directly with the employer?
